SU charging for interline luggage already in transit?

I had a very strange experience in LAX recently while flying with AS and SU.
I'd like to know if it matches anyone else's experience.

In Anchorage, I checked two bags from ANC to LAX to SVO to a domestic route on SU. The bags were tagged correctly. (There were separate tickets on AS and SU)

In LAX, the airport employee security 'line guard' didn't like my printed OLCI boarding pass from SU and sent me to the ticket counter to get a fresh BP.

The SU ticket counter verified documents and checked my bag tags, and then asked me if I had proof of excess luggage payment for my bag -- already tagged and in transit!

I said no, and I declined the 'offer' to go to pay their cashier. I suggested I could pick the other bag up in LAX on my way back. The agent counter-offered that I could have the smaller piece unloaded and delivered to me at the gate. I accepted. (Potential security violation - liquids?)

At the gate, they apparently changed their mind. They handed me a new bag tag and said it was sent to my final destination after all.

Needless to say, the re-tagged bag didn't show up until two days later.

My understanding is that all interline baggage charges are handled by the appropriate carrier contracts.

Has anyone ever experienced or heard of a situation like this before?
