You're correct in that a flight showing 'waitlisted' on the JL site means there's no inventory to be booked using AA miles.
However, there are more ways to get from BKK-NRT using AA miles that won't show up using the JL site. BKK-HKG-NRT/HND on CX/JL, BKK-KUL-NRT on MH, etc. Use the BA site to look for availability for these, again segment by segment. The BA site is generally the best tool to look for partner award space, as mentioned above.
