That is stealing, again the occupants may be in the next room about to come out for their break ... a far cry from taking something from a tray with discarded food. Oh and at the last conference I was at when some one from the outside tried to do something similar they were caught and while being escorted out they gave one of the staff a bit too much lip service and found themselves on the ground. At which point security showed up with the police soon behind.
The food and drink were always acquired after all conf rooms are empty and cleaning staff were vacuuming the place. Pretty safe bet no one else from intended audience was going to consume it.
