Snagging food in a sealed package that's been paid for and discarded, I can understand. Taking an uneaten piece of fruit, maybe. (Wash it off first!) But something half eaten, on an open tray, when you don't know who's handled it or how? Yuck. Too many ways for that to go wrong. I wouldn't risk it unless I were starving and had no better way to obtain food.
Plus, if the tray is on the floor in the hall, for all you know someone's dog has already eaten some of the uncovered food....or the hotel could have rats and/or mice.
