Can an accident or special event tie up traffic? Sure, but LA's big enough that there is almost lways a way *around* the tie-up. Not like the San Francisco Bay area where the bridges and limited major travel routes form unspeakable road blocks.
I kinda agree with CDTraveler. My last trip to LA was mid December and literally at 5:00am on the way to the airport, the traffic was thick as molasses. It was still flowing mostly but there was hardly no room between cars. The person in the back of me was literally inches behind me and as I looked around, it was practically the same for every other lane.
Maybe it's just LA drivers but I've never seen a Interstate/Highway that was so congested at 5:00am. Even to get to the terminals, the departure area was completely gridlocked. I shudder to imagine leaving at "peak time" traffic.
