Don't be silly, no one does that in Dubai - you drive, take a taxi, metro or even the bus and hop from air-conditioned location to air-conditioned location

I normally navigate a new city on foot to soak in the atmosphere and get a visceral experience. But, I may take your suggestion to heart, given that much of Dubai consists of sterile office buildings and generic neighborhoods (except for Deira, as you mentioned). I might go halfway with you idea, and take a taxi to my destinations (e.g. Deira, Jumeirah Beach, etc.), but see the areas on foot.
