1) If this were a honeypot, why so many in a row? There would've been a crackdown already a la leaked Amex plat business 100K link. Continuously throwing out bait does not catch a fish, one needs to hook the fish at some point.

2) Citi's IT is massively crap. Assume Hanlon's razor ("Never attribute to malice that which is adequately explained by stupidity")

My personal theory is someone inside CITI's IT keeps 'screwing up' because he / she (they?) is a churner and likes to ride the gravy train themselves. But then my theory conflicts with 2), so it can probably go out the window.
