It's not a snafu, it is intentional.
If the airplane is changed to any other 737 or A319/320 the number of FC seats will be a lot less. They use this seat map with only 8 FC seats until closer to the date of the flight to prevent having to involuntarily downgrade a bunch of FC passengers. The additional FC seats will show up as we get closer to the flight's date.
