Your 'discussion' has clarified my attitude that I *don't* want to return the car to Termini... this is a holiday (as Perche reminded me in the FCO ground transportation thread) and my intent here is to make my life easy.
So I'm looking for a rental return location that's easy to reach (coming from Terracina), easy to find, easy to return the car, then easy to grab a taxi into the centre. Taxi cost/distance is a very very distant second behind easy.

Hertz Tiburtina is closer. In fact, it's about 4 miles away from Piazza di Spagna, vs. 3 miles from Termini to there. Although you'll be right at the Tiburtina train station, there is no direct train to Piazza di Spagna, so a cab won't be that much. Maybe 15-20 euros. If you do want to eat at the Mercato in Termini, you can take the train from Tiburtina to Termini, eat, then take the train to Piazza di Spagna.
You're going to Hertz, right, at Via Lorenzo il Magnifico, 154? There's a tall sign on the sidewalk with an arrow right in front of the store, which has the big, can't miss yellow sign.
