I agree that F passengers should get a free snack box in lieu of a meal/snack if requested. In my experience, I've never been charged for one.
On the flip side, the food (even intl) in premium classes is such a tiny fraction of the ticket price differential from Y. Buying a snack box, while annoying, isn't really that big of a deal. If I can afford 200-1000 USD extra for a F seat, I'll happily pay a few dollars more 1x or 2x a year for a snack box.
However, I would be irked if I was charged in F for what would be free in Y (a snack box or market item) for 1K+.
