for Fuji, yes, quite unsurprising as rains are always common in mountains area. I still expect the rain, but less precipitation is always good to hear.

It may be hard to do both Hakone and Fuji, as I'm not sure that there's an easy way to go from one to the other. Outside of guided package bus tours that originate from Tokyo, I'm not sure that there's a bus directly linking Hakone with Fuji Five Lakes area.
