Fine, you've never worked in Quebec. But your statement below certainly gives the impression that you did. If you didn't work in Quebec, then what is the relevance of your story about er, quiteing a CIO role? You lived in the region? Ontario? New Brunswick? Vermont? Was it within the eastern time zone? Could you see Quebec from your house? I'm struggling to see how this anecdote lends perspective to the topic.
Quebec in your opinion doesn't attract top talent, so you left your job in another jurisdiction. Hmm. It does illustrate that firmly-held opinions are not necessarily based upon first-hand knowledge.

I would even go as far to say that AC doesn't get as wide a talent pool as some people just don't want to live in Quebec (for the jobs based there). This is the #1 reason I quite a CIO role years ago (17k employees, very well paid). I simply could not continue living in the region.
