What made matters worse was he then decided to sit diagonally, so the guy in the aisle had to make do with his feet, where as I had the pleasure of his elbow.

Least it was only a 40 minute flight.
To me, this is just strange and there's no legislating for the strangeness of fellow travelers, unfortunately. I feel if you are the only person in the exit row you should probably expect someone to try to move into the seat at the other end and have no right to expect it to be kept empty unless you've paid for it. Why someone would deliberately move themselves to a middle seat between two other people I have no idea, however.
