Theoretical seating applies to longhaul too, particularly for cases like Golds travelling in WTP bulkhead seats. In a way, I suppose that's an answer to the OP's question, if cabin crew are not aware of it. On that basis, TS is just a booking module, its application on board depends on the various factors with which the cabin crew have to juggle.
