But you DID cause a problem, your card was declined. It was at that point they decided not to do business with you today. If your card was declined for a high value transaction elsewhere they have every right not to continue doing business with you. Obviously restaurants are at a disadvantage since you've already eaten their food, but typically food bills don't reach the 1K range anyway
