Well, these certs are not exactly worthless due to the fact that L and Q have swapped places, but the terms and conditions of the certificate still stand. So in markets where Q fares are offered, these certificates can indeed be used on the cheapest fares. At least until AA reprints these with the new T&Cs. Kinda makes me wish I didn't throw or give all mine away a couple of months ago thinking they were worthless to me.
