Not necessarily true. In ATL the SC's are pouring whatever you want on a Sunday from the complimentary items when the restaurant and bars don't serve until 12:30pm.
Asked the bartender last time and he said it was because the drinks were "free". Not sure if you could order from the luxury bar.
