To be fair to BA they have, via Twitter, offered to refund the £2. No word about additional tags though as those were indeed missing.
Make sure you ask the full cost and any incidental expenditure if you had to pik this up from a post office (isn't it £2 plus the postage cost from memory of the last time work sent me something without postage).
