You're probably accurate. I burned off a few RCs last trip and settled the balance with my card, but I didn't check to see how much that may have affected. It wouldn't be far fetched as I believe Caesars Palace was one of the last places you could earn tier credits in from free play before they cut that off, but I would lean towards you being correct with this.
