Delta does hold back C+ space -- I've had two flights now where I didn't clear into C+ even though there were seats (non middle seats even) open -- per the seat map which I realize is not a 100% valid indicator.
I've seen this before, called an agent to ask why I could not select one of the open C+ seats and was told that the seats were sold but the passenger had not selected a seat yet.
