The reason they have a different page for foreigners is that the registration system for Brazilians requires a CPF(Brazilian Tax File number). Unfortunately, the site is only in Portuguese. I'm not sure if you'll get a response if you write in english, but if you use a translator, Bing seems to produce more natural results than Google.
