Well, this is embarrassing. It seems I misread the itinerary and was looking at the wrong segment. It turns out that the outbound segment is booked in L (Tango), so that explains the add-on requirement.

If you want a cheaper upgrade, consider phoning and asking for the price difference between your fare and a $150 Tango fare class or a low-flex (ie: V) fare. Might be lower than the copay.
