In my wife's case, the denial letter said nothing about too many new accounts - just that they needed to "verify information listed on your application". We sent the information in and will see what happens. Since this was a TU pull and basically everyone else pulls Experian, wasting a hard pull on this is not too big of a deal.
Update: We sent in everything (and then some) that they requested. Wife received a call this AM asking if we had sent the information in and wife said that we had. Just checked and she was approved with a relatively high credit limit.
