I haven't attempted any scientific study but my impression is the on-board pricing is based on the length of the flight.
ijgordon, were you using the same device for LGA-TPA vs. TPA-JFK? One way the price discrepancy might make sense is if a laptop was offered $25 for LGA-TPA but mobile phone TPA-JFK for $10 (the mobile pass is cheaper).
In general if you have two segments and want to use wifi on both flights, or have one longer flight, the $16 day pass is the most cost effective (still $16 through Delta, now $19 on the Gogo web page)
