One of the main issues with Skywest was not getting in JNU but more so departing. When departing runway 8, AS and DL can go down the channel. OO did not have that ability with their aircraft and had to do a climbing turn after departure.
On a runway 8 departure the restriction is 1000-3 for takeoff, or ceilings at least 1000 feet and 3 miles visibility while keeping the terrain in visual contact during the right turn towards Auke Rec.
In the middle of the winter you can't always see the mountains on Douglas when departing. There were many mornings AS was departing, but OO had to wait for the clouds to lift.
