Delta does hold back C+ space -- I've had two flights now where I didn't clear into C+ even though there were seats (non middle seats even) open -- per the seat map which I realize is not a 100% valid indicator.

I ended up canceling before the 24 hour window and rebooked different flights (on different days) and got the immediate "sidegrade."
