BX and PRS refer to different ways of filtering the passenger list for a flight. PRS would refer to passengers who were holding pre-reserved seats. In your example though I'm not sure how passengers would have a pre-reserved seat but not have a boarding pass able to be issued. It's usually more common for passengers without pre-reserved seats to receive the priority verification card at check-in.
BX would be passengers who were unable to be issued a boarding pass and did not have a pre-reserved seat.
My understanding is that passengers on both the BX and PRS views would have been holding confirmed reservations on the flight and would be accommodated ahead of standby passengers.
