At SIN, there are staff on the ground all day pulling un-claimed bags from the conveyor belts and scan them into the system. Bags re-tagged (just hand-written tags) magically appear at my final destination.
cx actually retags the bags when you tell them to redirect the bags. Happened in bkk and tpe, the other cx transit hubs.
Doh also did it for me (to hkg) when the stupid lhr agents said they cant interline (lhr qr doh qr bkk (cx) hkg)
im very surprised if they dont do it in japan. Typically allow just over an hour.
