Does your friend have his Canadian passport with him? Foreign and US passports are specifically listed as "bona fide evidence of majority and identity of the person."
I'm aware of the rules. Just posting an update.
He does not have his passport. You can drive from Vancouver to San Diego without a passport.
No bar has actually refused. It's just been a hassle.
I have never had this issue in SFO, nor has he.
I'm not complaining, just stating more experiences.
They're also really analyzing my CA ID here. Not a half second glance at the birthday like I'm accustomed to.
