I see open bis saver fares for my over water flights, so I want to get this booked and tryto get them to clear.
Price the same flights (even with codeshares) on the United website and see if there is a price difference.
If so, then maybe the TA is trying to save you money.
Else, the TA might have a (contract/agreement?) with LH in some fashion.
Also note that United never wanted to issue tickets for LH sectors with LH flight numbers - especially for routes that did not involve United flights at all, such as India-Germany...
Not sure on the present position.
