I'm not sure I would label competitors refusing to help each other out as shocking. You might not like it, but I can't say that I'm real excited or eager to help out my business's competitors when they have issues.
If you read the article, it appears that there is an industry wide agreement to provide parts for other airlines. If Delta needed a part in Dubai, Emirates would help them out for example.
