Not surprising. The last time I traveled on the JR Oozora, the JR Super Hokuto or the JR Okhotsk on Hokkaido, I don't think I saw a single person buy from the snack wagons. I always pick up eki-ben and drinks at the station before boarding but was a little surprised that no Japanese riders were buying. Not even beer.
