Ah, that may be true and an important bit of nuance. So that implies that all of these bookings need to be done over the phone (and, frankly, implies to me that it's even less likely that you're going to find someone who actually knows how to do it).
On the other hand, I wonder if the implication of this is that you could potentially combine a revenue and award ticket to make the revenue half qualify as a roundtrip component. I've always wanted to be able to do this when there's only one way award availability since one way revenue ticket prices are often ridiculous.
