You are correct. AA (and Oneworld) has made a business decision that airlines in the alliance do not have to allow customers to through check bags on multiple reservations. There is no technical or logistical restriction/obstacle here, purely a business decision. In fact, just a few months ago before this policy change was implemented you could check your bags all the way to your final destination within the alliance. Today, this is no longer universally the case.
