Agree with this. BUT, if you haven't been to Rangali yet, I'd recommend it. I think hitting both in a single trip was the best decision we could have made. You need at least a Deluxe Water Villa to compare to PH Water Villas, and the standard beach villas at Conrad are attached to one another, no separate villa (except maybe in higher categories?). While I wasn't overly impressed with Ithaa, it's still cool to stop in an underwater restaurant. And maybe the biggest perk of Rangali, the Manta Rays that feed every night along the jetty connecting the two islands.
