If you do a dummy booking, is this one of the HPs that have reclassified their room inventory to make higher floor rooms a separate and higher category? If so, the higher floor room you were eventually given would technically be considered an upgrade, which IIRC HPs aren't obligated to give to elites even if available. Your points reservation would have booked into the basic standard, meaning lower floors, room category.

I think it's ridiculous, but I suspect that technically this doesn't violate HGP program rules.
