I filled up at Shell today. Instead of using my card outside, I decided to go inside and prepay $50 to see what'd happen. The good news is that Shell does ask for PIN over the no-CVM limit when using a PIN preferring card, like what Target and others are doing. (I was kinda concerned that they disabled PIN entirely when I wasn't asked for $3-4 purchases.)

When I went outside to fill up, the screen looked different than usual:



The pump also didn't give me the option to print a receipt, so I had to go inside and request one:



Because of the second receipt, I'm kinda wondering how it'll post on my statement. Usually there's just one charge for the exact amount filled, but EMV at Shell might end up showing two: the >$50 initial prepayment and the refund for the difference. I'll keep you guys updated as to what actually shows up.
