If you voluntarily choose a longer layover when something <8 hrs is available, you can still get the stopover package by paying $70. This is built into the fare now when ticketed on 071 Ethiopian stock, but if it isn't yet collected for whatever reason you may just get lucky or else can pay at the interline desk in Addis.
