On my last lightly loaded QX flight the FA said she didn't want anyone sitting in rows 5-8. I asked her if it was for weight and balance and she nodded yes. Perhaps they are trying to get passengers to book seats in other rows until they have enough to open 5-8. This doesn't explain why the app would be different however.
