More the latter than the former, I'd bet.
At most the airport can charge $4.50 per departure in PFCs. That's a big part of what pays for construction. The airport can raise landing fees or parking rates but those changes are typically small and don't often reflect directly on ticket prices.
Capacity appears to be up in recent years, with more flights operating. But that's no guarantee of fares coming down.
