Had exactly the same experience a week or two ago.
I sent them what they had requested (thinking that I would then
be approved once they confirmed my identity and address).
Later got a second letter asking for the same thing again, so I called them.
They connected me with "Customer Security" where I was grilled...and then denied approval
for having "too many new accounts open"
(information which they already had and had used
to make the initial denial of my application).
