There is no right and wrong. There is simply local law and then local custom.
In the US, it would be fairly standard for a room rate to quote a room based on double occupancy exclusive of all taxes. Because there may well be 3-4 taxes depending on the jurisdiction, those may well add 20-25% or more to the cost of the room.
Generally, these taxes are not levied on ancillary fees such as resort fees and the like and thus, it is helpful not to have them included in the room rate. But, ancillary fees and whether they are mandatory or optional ought to be disclosed either as to their specific amount or at least with a note that an "additional fee apples" so that you are on notice to ask.
All of this can be hard on infrequent travelers far from home. "But, it is always this way" is hard when traveling at a location where the standard room is a single and there is a charge for a second person or where one is from a country with a VAT included in the room charge and not used to the US system of adding a sales tax percentage.
