oh I agree on sanctions. A proper regulator has them available - I used to work for one - and they were clearly set out. Fail to do X and the fine is £ 100 etc the ultimate sanction was court and withdrawal of the licence to operate and in some cases referral to the regulator of the profession.

the people / organisations who complained the most were the ones breaching other regs as well.

what we actually wanted was compliance not to fine them.
