It reminds me of the gas/electricity bill fiasco where energy companies owe many millions to UK customers on the basis of 'estimated' bills and how many people move address and the utiltity companies 'forget' or 'can't find' the people to offer the refunds to!
There is a simple cure for that - simply read you meter and submit a reading and get an accurate bill!. I get asked by my utility company to submit a reading every month.
its pretty clear from the bills if you are in credit or debit as well.
