Does US 24 hour refund rule apply to non-US flights?

Hi All, I need your advice.

I yesterday I bought a ticket from www.Aeroflot.com for a Brussels to Moscow flight.

When I went onto their website I clicked on the US flag to switch to the US website, and I paid in US$ with billing to a credit card with a US address.

About an hour after the ticket was issued I realized that there was a problem and I had bought a ticket for the wrong date.

I called the airline and asked them to change it, but they said there is a 70 euro fee and the free 24-hour cancellation rule does not apply to this case because it only applies to flights which arrive to or depart from the US.

I searched the web for a copy of the rule and all I found is this Guidance on the 24 Hour Reservation Requirement document which does not explicitly clarify this question one way or the other.

Does anybody know whether this is true, or can somebody please provide a link to a definitive answer?
