I'm not 100% sure but I guess they "intercept" the baggage before they are delivered to the baggage claim area. I remember that the agent at the transit counter typically needed to call someone and mention the baggage ticket numbers in order to get the job done. That said, it seems like a routine job that not a single time I was questioned and challenged. Once I tell them what I need they know what to do immediately.
