Lots of flights these days where there are EPs in the back. Hard to imagine a situation where multiple flight attendants would be apologizing for lack of UPG (imo).

But, I've seen situations before where someone was upgraded, only for the GAs to find out there's a broken seat in F, so they have to take the UPG back, so that could have been the case.
Or if a paying F pax misconnected and F was full on the next flight, that's possible as well.
