The guys doing these checks are from some place like GS4 but IIRC, they wore blue/gray shirts and were somewhat different from other GS4 type security agents, they also spoke better English than the average security type
The passenger likely mistook them to be TSA agents because of the blue shirts ....
Exactly that , on my usually voyage to LHR i usually get stopped and given a good screening !
