It depends a bit from what market you are from. I consider additional local taxes to be a scam as in my market all rates have to be tax inclusive. I do however not find an extra charge for a second person in a room to be a scam as in my market hotel rooms used to be generally quoted by the person (30 years ago) and the price per room is a rather "modern" development.
I agree that additional local taxes should be included in the quoted rate rather than tacked on after the fact. But I think the OP's annoyance was caused by asking for a room for two and then having an upcharge from the advertised rate just to get what he or she was seeking in the first place. This does seem shoddy.
