It's inevitable when you legislate on the fly and secretively: you don't consider all the scenarios.
So let's assume the airline and the federal government disagree on the interpretation of the order, and a passenger is denied entry. Regardless of who was wrong, one of the parties will pay for the passenger's return.
But we agree that the order could benefit from specific guidance to avoid confusion.
